save background while switching tilesets

when switching from, say, the Space Station tileset to the Ship tileset, you must first go through the Lab and Warp Zone tilesets to get there, which do not have background tiles, so the background is erased and has to be placed again if you're not in Manual Mode.

an alternate solution would be letting users choose from a menu, or cycling through the tilesets in the opposite direction.
